trade in phones lost in transit

I signed a contract on Oct 25, never received packaging/labels for return of old phones.  Called support, got a prepaid parcel return lable and shipped via USPS on 12/5.  Phones never made it to Pitney Bowes and my bill is now about $115 higher than it should be.  A support person on a Chat session told me to go get this and that...well if I had the garbage the representative was looking for we'd be ok.  So how do I get this thing moving so I get the credits stated on my ATT quote.

at&t has an arbitration program. Sign into your wireless account and look for the information about arbitration. It maybe an avenue to help.
