Terrible customer service!!!

I placed an order online when there was better offer compared to what it is now. They delayed the online order till they made sure I don't get the offer. After that they made the same order over phone. When I call some say they will match the offer, some say they won't. No clue what is going to happen. How can I know if I'll surely receive the offer? After all this, I was trying to port 3rd number, they never till last minute told that line is not eligible for any offers at all. Feels like you are trying to scam me. Plus each operator tells a different story, I have to repeat myself to each of them. I spend nearly 15 hours on call with different agent, I still am I unsure if I can trust AT&T and sign the agreement since agreement mentions no offer whatsoever. Worst of all, I am paying now for two plan, since part of family is in this and part of family is in the other. I have no way to even port my 3rd number. I have never seen such bad service. When I call, I can never route back to the same operate/supervisor who made the order over telephone. What is the resolution to this bad service?
