Refurbished Phone was reported as a black listed one.

I purchased a Refurbished Phone from Walmart.ca, and found out it 's a  black listed one when I tried to have it unlocked through  AT&T portal. The return warranty was expired, and when I tried contact AT&T support,  I was transferred from one department to another, and the phone status has not been changed and cannot be unlocked yet.

I 'm a retiree with limited budget and don't know what to do.

Just so we're clear:

"Locked" means the phone can only be used on AT&T. There are a few reasons why it wouldn't be unlockable.

"Blacklisted" means the phone is not allowed to be used at all and is a fancy paperweight. 

If your phone is locked, you can sign up for AT&T prepaid no problem.

If your phone is blacklisted, you're probably out of luck. You can file a BBB complaint to get escalated to corporate and that team might be able to at least tell you why it's been blacklisted. There's no guarantee they'll be able to change that, though.

Thanks for the response. But, the phone is out of refurbished warranty, so I 'm out of luck in this case. Only AT&T can fix my issue in this case, that 's why I 'm reaching out to AT&T to have the issue resolved, and ready to sign up AT&T prepaid plan.

Hello Humble_Retiree, we're sorry to hear that your device is considered blacklisted.

 

You would want to contact Walmart regarding the blacklist status of the phone purchased. The only person that can lift the black list restriction from the device is the original device owner. 

 

A device cannot be reported as lost, stolen, or involved with fraud in order for it to be unlocked from the AT&T network. Get the full details about unlocking an AT&T device from our network when you visit our eligibility requirements.

Thanks so much for your responses & tips. But, the warranty & return period is expired now since it 's a refurbished one with very short warranty period, and I have to sell the phone as parts and take the loss.

Unfortunately there is nothing that AT&T can do about it. As mentioned above, it's a Walmart issue, not AT&T's so you'll need to take it up with them and hopefully get your money back. If not, file a BBB complaint against Walmart. Good luck.
