Prepaid account deactivated first day of renewable even though the auto payment is deducted.

The first day of prepaid renewable my husband and my account gets disabled. We see the auto payment change has been deducted, but on logging into the account online a small payment of $1-2 is shown due as 911 charge or something, everytime we call customer care they renew the account, revert the amount and say it would be resolve from next month onwards. But it still keeps happening and now they are saying we need to make the payment.

My question is if this is a mandatory payment why it is not deducted along with the monthly charge and why do they disable the account every time?
