Passport setup after you have already left USA?

Hi,I need to install passport app in ordert o set up the international plan i ordered, however, it requires a text be sent and since I dont have Service yet in the UK, no text can be sent.  I cant find any alternative to get this set up, on the AT&T site.

The only thing the app does is help you find and connect to international wifi hotspots and the text only contains a link to the appropriate App Store to download the app. You can go directly to your phone's app store and download the app. You don't need the Passport app to activate your Passport plan. That can be done from the MyATT app or from the ATT website. Just log into your account and activate.

There might be some other issue because whether you have activated a Passport plan or not, you should still have service. Is international roaming enabled on your account?

I got connectivity 14 hours after being in the UK and I dont think it was
anything I did, guess it just took time. When I bought the plan, the sales
person made it sound like it was required to have this app set up before it
would work.
