Netgear hotspot

We ordered DirecTV from our AT&t store. They said it would be cheaper to add to our phone lines come to find out it's not but we had to get a hotspot, went to Walmart. Got what they recommended and it would not hold a charge. We end up getting a Netgear and we had to go to the store to have them fill out some information on our account for it to set it up but then we got charged for a third line and my question is is that normal to pay for a third line for a hotspot?

Yes, it's not only normal it is required. 

All cellular devices have a phone number assigned to the SIM card. A non-phone data only device like a dedicated hotspot or a tablet the number allows data access and helps identify the device for billing purposes only.

If that hotspot doesn't have an unlimited data plan on it,  using the hotspot could turn out to be very expensive. So questions need to be asked about the plan before you're 14 day return window closes

AT&T does have a service called "internet air" which is essentially a mobile hotspot device for home use.  But as far as I know it is not a Netgear device

Like how the Ace mentioned, it is required for a Hotspot to have a line with a plan. This allows users to make the most by playing the least.
