Infinite Error Loop with cart

In December (2 months ago) I added a phone to my cart.  I did not end up purchasing the phone.  Today I logged into my account and whenever I try to do anything more than look at my billing I get an error saying it looks like I've stepped away from my account and they're ending my session to protect me.  Then a big UH OH error pops up and tells me it's sending me to my cart and to restart the process.  (I have attached a screenshot).  The screen then reloads and this repeats on an infinite loop.  

It is NOT a browser/app issue as it happens on my desktop, in the app, and on the phone's mobile browser.  

I am going on 2 hours of being passed around customer service and repeatedly being told to "log out and log back in" or "just remove it from your cart".  

I am effectively unable to use my account as it is and no one seems to be able to fix it.  PLEASE HELP.

ATTHelp - I have spent several hours on the phone with your support and no one seems to be able to solve the problem, which is why I came here.  I don't know whether it's account specific or something that is happening to other accounts too.
