I was lied to about a phone purchase when my other phone broke
I was told when my phone broke that I'd have to mail it in and it could take over a week to get back ( I can't go without a phone that long) so I asked if there was any way I could get a new phone seeming I was making installments on it. I was told that if I started making installments on a new phone I would only have to pay for the one data plan plus installments and just finish the installments on the broken phone without a data plan. I didn't want to have to pay for a broken phone but I guess that's what I get for making installments and not being able to pay it off. Now all of a sudden, I can't make installments without a data plan. I was told my phone bill was only going to be $10 more, now I am paying for a whole other data plan that I can't even use. I am so upset, I have been a loyal customer for years and AT&T does not have the common decency to treat loyal customers well... this is very upsetting. Also I have 10 lines with them, I have brought them so much business and I get lied to and scammed. Shame on this company. So now, because an employee of the company lied to me to get her sale, I have a bill that is very hard to pay and the company refuses to help me.

Yeah you were definitely lied to you cannot have installments without service. The only way to start a new installment plan without terminating your existing one was to add a whole other line to your account. For future reference no service provider will allow you to buy a phone on installments without having related service. You can however purchase directly from a manufacturer with installments without your service provider even being involved. For example I just bought the new Google pixel 6A, uninstallments directly with Google. I haven't even put a SIM card in it yet so Verizon doesn't even know it exists.
You should have purchased a cheap prepaid phone and moved your sim card

Yeah, I definitely should have done that... probably would have if I wasn't lied to that I could do this. I did open up a whole new line and she said we will just trick it and make it look like the old phone is the new phone... I don't know.. I just think it's bull crap that those employees are not held accountable for their actions.. why do the customers get stuck with the (Edited per community guidelines)ty end of the deal when we get lied to?

This is definitely not the experience we want you to have, @TFRY2890.
We understand how frustrating it must be to have to pay for an extra line that is not being used on your account. As ACE @formerlyknownas stated, all installments have to be on an active line, there is no away around that, which is why the agent added the new line to the account. With that being said, let's meet in a Direct Message to further discuss this matter. You will find a chat icon next to a bell icon in the upper right corner.
In the meantime, just gather your account information and have it ready for when we meet in a Direct Message. Do not post it here.
