I can't activate the SIM card sent by ATT

I'm trying to port my existing device to ATT. Went through the process with a representative by phone with no issue. They sent a new SIM card. When I went to att.com/activate and entered the IMEI and ICCID of the new SIM the system says it does not recoginize the ICCID.

I'm trying to speak with a knowledgeable person at ATT but that has been impossible. Does anyone have any idea why ATT's activation system won't recognize the ICCID of the SIM card ATT sent me?

I tried on line activation and it recognizes my SIM/ICCID, my IEMI, my telephone number, my plan 16GB 12-month, but I can not activate my password, voice mail, voice mail password, because temporary pass words are not received make outgoing calls, and incoming calls are still going yo Verizon voice mail.  Calls to your 800 numbers for activation and customer service do not recognize my telephone number, but do recognize my SIM as being active.  When call is transferred to a person it disconnects.  If you are going yo have an automated system, it should work.  This does not.  Switching to ATT was big mistake.  Being working on this  4 hours.  The customer is not important to ATT.  What is important is their automated non functioning system.
