I bought 06 Samsung A02 for my family overseas.
How can I get these unlocked?

You must have active AT&T service for 6 months before Prepaid phones are unlocked. If you don't want AT&T service, you should return those phones and buy factory unlocked devices.

The phones are gone (Xmas presents).
I have all the receipts, and IMEI's.
Is there a way I can pay AT&T a fee to get them unlocked?

I no longer have the phones. I sent them overseas.
If I pay AT&T the value of 06 months of service per phone, would that work?

AT&T does not charge to unlock a phone. The phone must meet the unlock requirements. Once all of the requirements are met, then you can submit an unlock reqest.

There is no way around the unlock requirements, Uranium299.
The device would need to be active for 6 months of service for a prepaid account. AT&T will not make any compromise when unlocking devices.

Unfortunately, you gave your family members fancy bricks for Christmas.
You can have them send you the phones and try to sell them on eBay (as locked to AT&T) to recoup some of the money. Alternatively, after you get them back, you can activate service and then 6 months from activation get them unlocked. Then you can give them back to your family members or sell them on eBay as unlocked.
