Help, someone else has all my account details!

I have been having an issue with the new account I just opened with AT&T. I have called in and been on live chat with many customer service reps to no avail.

An unknown number is associated with my number and email and set as the primary account holder. When trying to register or log in I am asked to receive a 4 digit pin at the unknown number.

Is their any known solution to this?
