Getting charged for an account I shouldn't have. I can't talk to someone to cancel

Hello, 

I tried to switch from T-mobile to AT&T so I started an account but when my iPhone arrived, they were unable to activate my account with the same phone number so I told them that I didn't want an account anymore and the employees at the store told me that I don't even have an account and everything will be fine as long as I return the iPhone. That was about a month ago. Last week I got an email for a $200 bill for my AT&T Account that I didn't even know I had! 

Now I am trying to call them on the phone and I have gotten transferred between customer loyalty, mobility, tech services and who knows what else. I keep telling people my story and they keep transferring me I feel like I am losing my mind. Now I am waiting on the phone to speak to Fraud. What am I supposed to do?? I feel like I am losing my mind.
