GETTING A NEW CELL NUMBER

AT&T deactivated my SIM card.  After much haggling they sent another yesterday.  I did not get it.   Can I request and get another cell number and a universal SIM card.

It may have been pilfered.

I don't have access to my cell number and am having a hard time requesting one through my account.

Is there a reason why they deactivated your sim card? Have you been using a phone that is not compatible with AT&T after the 3-g shutdown?
