Expired promotion card

I received a promotion card that expired 2 years ago. This promotion card was never used so it would have to have over $200 balance/available funds. I called ATT and they would not re-issue a new card which doesn’t make sense because there should be a law that limits gift cards on having 5yrs expiration. I received this cars on Feb 2018 and it expired July 2018, that’s awfully just 6 months!

Any recommendation on how I can handle this?
