Device unlock portal "Oops! Looks like we're having network difficulties. Try again later."

I am an employee for a major U.S. airline carrier.  Front line employees were issued a Nokia 1520 to use as a POP (Point of Purchase) device to ring up customers' orders during inflight.  However, the company retired the Nokia and we all received iPhones to use as our new POP device.  The airline offered us the option to keep our old Nokia device for personal use and provided us instructions to unlock it, which lead me to this very page I am having issues with.

Upon completing my information listed on "step 2" on the Device unlock portal, I am continually greeted with the message "Oops! Looks like we're having network difficulties.  Try again later."

 

It has been over a few days now with this message appearing everytime, hindering my request to unlock said phone.

 

Can anyone, please, point me to the right direction to complete the unlock request process?

Thanks for the update.

Have you had a chance to review the Unlock Eligibility Requirements we posted to ensure your Nokia Lumia 1520 is eligible?  What web-browser are you using (Edge, Chrome) & on what site (Desktop, Mobile)?

We suggest using Firefox Desktop Browser to submit your unlock request. Please review the Unlock Eligibility Requirments, and resubmit your Unlock Request using Firefox.

Please follow up when you have completed your unlock request.

We can definitely assist you with submitting an unlock request. Before submitting an unlock request, please make sure that the device meets our Unlock Eligibility Requirements. Once you've ensured that your device is eligible, you can Learn how to submit an unlock request here. Were you able to get the Device Unlock Portal to work? Sometimes all it takes is waiting until the site is back up again. Let us know if you're still getting the network error and we'll be more than happy to take a closer look.

I have tried all browsers on both desktop computers and mobile devices.  All give me the same network error.  Is there a number that I can call so that someone can perform a manual unlock process?

Did you chose YES to the “are you an ATT customer?”   

Is the number currently used on ATT (not an MVNO or former number)?  

What was the last information entered before you get this message?  Phone number?

I too am getting the same message for an iPhone 6 that was paid off 3 years ago.  Please do NOT replay with the canned message spread across the forum.  This has beenn going on for the last 5 hours.

I too am getting this message. I have a paid off iPhone XS Max, which is now an $1100 paperweight. I have called, I have tried every browser both normal and private, my iPad, my desktop at home and work, my laptop at home and work, made up names and phone numbers, cursed, screamed and prayed. Nothing is working. AT&T owes me an unlocked phone in some way shape or form. This is absolutely ridiculous. We paid off almost $3,300 when we switched to Sprint so the account and all hardware is paid in full. I have 2 case numbers from AT&T I’d be happy to share with an AT&T employee to prove I have tried everything. They closed my 2nd case saying it was unlocked but it most definitely is not. Please someone with some knowledge help.  My next step is to call a lawyer and involve the BBB.

@Jwainscott4390, a lawyer is a waste of money. An FCC complaint is probably the way to go.
