Why was my account suspended for not paying a charge for a phone that I confirmed had been received by AT&T with an representative after I waited on hold for 2 hours?
The worst customer service ever, so why am I still with AT&T and not Verizon? 
when will I be refunded my $650.00?

Unfortunately, all the billing system knows is you didn’t pay your bill, hence your service gets suspended. Until a charge is actually removed or credited, you must pay it by the due date or get suspended. The agent may have confirmed receipt of the phone but obviously still hasn’t credited or removed the charge. No one here has access to your account, so no one can tell you when you will be refunded.
