Those appear to be coupons for interest due on a bond. I agree you should find a good finance attorney and see if you can get a free 30 minute consultation. They should tell you if their fees for tracking the money down are going to be less than the return.

That would make sense; $1,000 bond at 3 (and some fraction I can't read) is going to be around that much interest every 6 months.
