AT&T refuses to honour promotion

A sales associate at my local retail location set up my business account in July 2020. I was only interested in changing plans, but he talked us into a phone upgrade to the S20 Ultra with a promotion for $1000 off each phone with the line transfer. 

We accepted, and were told our bill would be higher for the first 3 months and then almost nothing for the next 3. 

7 months later, the bills are still high, the retail store has been unable to help, and AT&T customer support has just told me they will not honour the promised promotion because it required a phone trade-in within 30 days - which we were not told. Service has been suspended as I refuse to pay more until my credits are applied as promised. 

It was suggested I file a grievance with the office of the president, but I can't find a link for that.
