ATT Employee and Retiree self service website

I have been trying for 5 days to get the ATT retiree discount applied to a new cell number I added to my account at Christmas.  No one on the phone or chat can handle it and the AT&T Employee and Retiree Discount Self-Service Site website (www.att.com/dep/login) has been down for 5 days.  It gives an error message of "temporarily" having a problem- see below.  Is there a phone number or someone to help fix this problem.

How do I get in to renew my medical coverage or is it automatically renewed? I have moved and the info I had on another p.c. is lost (it crashed). I was suppose to have a call 2 different times that was rescheduled. I can't renew user names or passwords online, I can't get help via telephone...anyone OUT THERE?????? HELP [edited for privacy – please do not post personal information]
