Activating Phone Error Message

I just got an iPhone XS and have inserted the SIM card and followed the instructions for activation, but still cannot make any phone calls or send text messages off of WiFi. They said it would take a few minutes to update, but it has been several hours and I am unable to do it. I have tried to register online again, but it just gives me an error message and says that the number cannot be registered. How do I make it so I can actually use my phone because I have taken all of the steps and nothing is working? I have tried calling customer support but was just left on hold for an hour.

Same issue today for me with iPad.. still not activated .. att is a nightmare!!horrible customer service.. general lack of knowledge as well concerning their reps - as evidenced by always getting handed off to another department

File a report with fcc and BBB..I know I am!
