Activated phone

I just activated my new phone and added a $40 prepaid card to it and I still can't receive or send calls or text or anything

What phone did you activate? Since the 3G shutdown not every phone will function on AT&T. You can do an IMEI check here on your phone.

If it says it's not compatible then you shouldn't have used that phone on AT&T and you will have to replace it. If it offers to send you a SIM card then the phone should work and we have to look for a different problem.

If they have offered to send you a SIM card but the phone still doesn't work, you refilled with a $40 card but did you purchase a plan that cost less than $40? AT&T has a $30 5 gig plan and a $40 15 gig plan. Those are the only two plans you can purchase with a $40 refill card.

Porting a number?  If your number has not yet been ported that also May prevent your service from working. In which case your previous sim card/service will still work and you should use that to call AT&T and have your number ported
