4-6 digit PIN
How can I get my 4-6 digit PIN (not password) if the number attached to my account doesn’t exist or cannot accept text messages?

Well that makes no sense. Every device connected to AT&T or any other service provider has a phone number even if it is not a phone. Tablets and watches have a phone number for billing purposes.
If you have a tablet only plan the PIN code should have been selected when you opened your plan. And you should be able to receive communication via the email you selected for the plan when you signed up

As @formerlyknownas shared, every active device (even tablets and watches) connected to AT&T has a phone number for bill purposes. You may have created your four-digit passcode when you ordered AT&T service if you hadn't created it later.
