It could be that there isn't a desktop app for Uverse if it is not listed in the App Store. iOS apps don't automatically mean that the same app was approved and developed for desktop use.

Both Windows and MacOS are making efforts to allow mobile apps to run on their platforms natively. This should allow the U-verse app for Android and iOS to run on those machine.
