My demand keeps saying " sorry! We have no programs at this time that match the filter you selected.

Did you mean you're getting this error message when trying to access On Demand? You've checked the filter settings and found nothing wrong with it? If so you may be able to restore the On Demand content by Refreshing your Service and then Restarting your Receiver.
