New receiver installed. Can't get past the RED x error code 3. Several cycles of power up and power down. What's next?

Glad to help you troubleshoot this error message, drparpart.
Since restarting the receiver didn't solve the problem, unplug your Wi-Fi gateway and wait two minutes, then plug it back in and restart. This will temporarily disrupt internet, TV, and Voice service.
If the error message still won't go away, use the Troubleshoot & Resolve Tool for U-verse TV to run diagnostics and find out what's causing this.
