DVR Audio and Video is out of Sync. I restarted the gateway and the receiver - problem persists.

You can try using another HDMI port on your TV. You can also try a new HDMI cable and see if that helps.

All channels or just specific channels?
Are you using only an HDMI feed directly to the tv or passing through some sound system?
I don't believe changing HDMI cables or inputs is going to change anything but you might try playing around with the Digital Audio Output settings in the uverse settings and switch between stereo and surround sound to see if that makes any difference.
But giving hdmi the benefit of the doubt try using component cables instead.
