Sorry, I asked this but, typed it wrong...
I have charge a for 'TPI Billing AT&T' for about 13 dollars. What is that?

You should call in for specific ID. Some places charge against telephone accounts.
I was thinking TPI might be the identity. Google found the generic term - Third Party Intermediary

thanks!
the billing is coming off my bank account and is debited. Could that be something to do with an extra service that is outsourced ? I guess I'll try and get the billing dept to tell me. I don't know what a third party might be doing. I know there was an extensive repair done recently, but, it was an AT&T truck that came.

No, it has nothing to do with your att service. It is a billing service att provide for others.
For example - Think of an ad that says donate to our cause - just dial 977. when you do that it triggers att to pay the advertiser & charge you on your bill.
Of course, there are other cases. Some fraudulent. Watch your credit card for such charges.

@peskyme I located a company called TPI Billing Solutions. According to their website, they bill for all different kinds of things such a toll (long distance) charges, etc. Here is link to their website: http://www.tpibillingsolutions.com/industries_cable.php
You might want to call them and see if you can make any headway. Their number is: (918) 664-0144 or (800) 332-0023.
I have never heard of AT&T using any outside source to bill though. Something sounds fishy to me. Did you maybe sign up for any external service contract when you got U-verse? I know some have reported when they purchased Uverse from door to door sales people or at locations other than an AT&T store or AT&T website they have slipped in Geek Squad maintenance for about the price your being billed.
