Exchanged an old receiver and now I'm being charged a "new" receiver fee and monthly receiver fees!

I tried chat and calling with no luck.  When I requested the exchange, there were no mention of being charged.  I mean it's an even exchange.  I returned the old receiver and got the new one but was surprised to see a $49 new receiver fee with an additional $10 monthly receiver fee.  Doesn't seem right.  Who else can I contact to get this corrected?

Was the replacement stb wireless and the old one wired? If yes, switching to a wireless stb is a $49 charge. The old wired box may have been free under a promo that was broken by the exchange. Try calling back and speak to billing. If you spoke to billing, maybe att moderators will reply to help you.
