Will and new LG smart tv connect to AT&T TV or AT&T TV NOW? If so how?

No. You will need an external device to use the service. Checkout "Compatible Devices and Browsers" to the right of this page under "Hot Topics".
Only will interface with the satellite Directv set top box (app is preloaded on tv). Sure would be nice to have the DTVN app but it's all up in the air because AT&T will be coming out with their own streaming device, The Ospry, in 2019. That device is intended to transition the satellite subscribers to streaming and the box will have dtvn as one of the streaming packages. I hope the Ospry doesninterface with the Directv app on LG tv's.

Ohh Great! ☹️ The cable providers are getting back into the device business. We know that they always provide me the best quality with their cable boxes.
There are certainly downsides 😀. However, the commodity streaming devices (smart TVs included) and their remotes can't be expected to provide as complete, seamless, and "easy" to use experience for a particular service (especially one with an interface as complex as a full cable service) as a bespoke device and remote - they aren't designed for a "channelized" service. As I understand it, right now AT&T TV service requires the customer to have at least one of the AT&T devices, but can also access the service (perhaps with some limitations and definitely less convenience) on the commodity devices that AT&T TV NOW (DirecTV Now) supports.
