Sure is possible; for most podcasts, anyway. Many podcasts, you can download direct from the website (of the folks who make the podcast). Or depending on what phone you are talking about, you can download using various podcast apps on the phone, or from iTunes on iPhones.
Once you have it downloaded to your phone (mp3, etc.), you can listen to it all you like (without data charges) as you would a downloaded song.
