I am a retired veteran. Can I get a military discount for my existing account? I have Direct TV, Basic internet, and land line phone. If not, why?

No, because ATT does not offer military discounts for any of those services, only for wireless service. ATT used to offer a military discount on tv and internet with a qualifying wireless plan but those discounts were discontinued last year. I actually get those discounts but only those already getting them get to keep them.
