those are temporary solutions for natural disasters or events I,E, when the president was at the airforce academy for a graduation ceremony. also the COW (cell tower on wheels) is used for events such as the pebble beach pro am superbowl etc. i use to have a contact of who headed up the program but he retired 5 years ago.

@Constructive I’m familiar with Cell on Wheels, can’t say I’ve ever heard of Cell on Wings. Does ATT really have an airborne program or is this really just a matter of moving a COW by air?
Update: Never-mind, apparently such a program really does exist, a cell tower on a drone. Cool!
