Advanced Messaging Limit Decreasing

I have advanced messaging feature switched to on. Normally, I can send videos of up to 100MB of great quality. Whenever I gave a software update, the limit jumps down to 10MB. Usually if I restart my phone a few times after the update I can have my usual video limit back. This time it is not working
