How is it possible that someone can walk into at&t with a fake id & get an upgrade , if at&t is saying they require a code too be sent to email & phone that the person has too read back??

Hi I have a prepaid 45$ monthly plan but I don't receive text message abroad USA. How can I do for receiving text messages while outside US (I am in Europe)?

When I go to messages.att.net it shows my mobile number but then asks me to add a new number.  I had this problem with a prior account.  I can't figure out how to clear this and calling in usually isn't helpful because the phone agents don't understand what this is.
