Uverse General Internet "Lag"

Using Uverse 18Mbps tier, I am experiencing unacceptably long delays reaching various websites.  What can I do to improve this? My pings are in the 200-300ms range as measured on pingtest.net against a server less than 10 miles from my house.  Throughput isn't an issue, as I consistently get 18Mbps

Phone service disconnected by mistake/can't get anyone to re-connect

About 2 weeks ago my wife asked AT&T to disconnect our DSL internet service at one of our houses and to connect the internet service at a second house that we own. AT&T disconnected the internet service AND the phone service to the first house. So far we have not been able to get phone service back.
