Why Dont I Have Access To Fiber?

I saw a few workers installing a fiber line next to a school and that school is only 3 or 4 blocks away from me and still, Fiber isn't available in my area for some reason! I'm thinking of switching to an actually good service where my crappy DSL wifi doesn't shut off every 10 minutes.
