Restarted Router and Landline says "NO LINE"

Wireless receivers restarting every 10-15 seconds

The DVR is working fine. Every time we turn on one of the wireless receivers they keep auto restarting about every 10-15 seconds. Swapped HDMI cables and still doing it. Then swapped boxes, now both wireless receiver boxes are restarting every 10-15 seconds.Tried the Non-Destructive recovery mention
