Very slow 3.0 MBPS, solutions?

I have had AT&T internet 3 1/2 years. I live alone so not multiple devices streaming heavily. It takes 10-20 seconds, to load. Speed test says I get 2.3-3.3 MBPS. I don't need the 100MBPS advertised, but how about 6-7 for crying out loud? The service goes out daily and the green light on the router
