Att next plan 24 (30) month plan

Hello on my father account took out phone and had it for about 3-4 month which was Samsung s5 but s6 came out and thought I could return phone and get s6 but representive said I had to pay off entire balance of phone which was like 700-800 then I could could. Not able to access account without passcode - AT&T Next
