Verse Gigapower delayed browsing/loading videos

I have uVerse Gigapower in Austin 2 weeks now.  When I run speed tests I get super fast speeds 800-990 MB/sec.  However, just browsing I get 5-10 second delays just to load a video or display pics on some pages.  If I just wait, the page will always load but makes for a very frustrating experience.

I've tried every method possible without success; nobody in support can help and I've wasted hours trying to report this issue. MTR shows the AT&T owned server in Redmond, WA with the IP of 71.157.120.38 at 70%+ packet loss. Two AT&T employees have confirmed this but have said "we don't know how to

Massive uverse latency

My internet is extremely slow in practical usage.  The problem seems to be the latency.  Below I copied from the gateway speed test page.  Look at the latency values.  It makes the internet practically unusable.  It is not like this all the time, but whenever my internet is going slow and I go test

High Packet Loss to Multiple Carriers in Japan

I'm experiencing regular periods of high packet loss and increased latency to Japan. This is an issue as I regularly speak with my exchange partner via Skype during these times. It appears that sometime in August 2019, a routing change may have been made on AT&T's network for traffic to Japan.

Increasingly terrible latency over the past 1-2 months

I've had no problems since getting Uverse installed March of '17 until now. Beginning in mid December (somewhere around the 12-14th by my recollection), I started experiencing latency spikes in online multiplayer games.
