IP Camera on Personal (private) Network No Remote Acces

I am going nuts and can't find a solution explaining everything. I have an IP camera(Foscam r4) that I can see no issues with 802.11 via my local Asus  rt-68 router that is wired to my ATT gateway.  I have an ATT Gateway model Pace5268AC I want to be able to view remotely and have been unsuccessful.

ATT ConecTech Service rep. says I need to pay more money in order for my IP camera to work

It was free and also was easy to setup DMZ zone when we had Comcast. Now we switched over to AT&T UVerse and we can't access our Security IP cameras from work.  We did everything the tech support rep. told us to do. He asked us to factory reset the router twice and do the setup process all over agai

IP address not showing in the PACE router 5268AC

I have connected a IP camera to a POE hub and the hub is connected to the router. The camera is up and I can reach it using the default IP address on my desktop. However, I do not see the same IP address in the router home network devices list. Can someone advise how to fix this ?
