Can't FTP to externally hosted site

I just switched to AT&T fiber from xfinity and I can't connect via FTP(Filezilla) to an externally hosted server on port 21?  Any reason AT&T would block this?Also, why does my external IP address keep changing (whatsmyip.com)?I have a BGW210-700 router.
