I have a downed AT&T line in my yard, however I do not have an active account with AT&T (previous home owners had this line installed). In order to report via telephone, you need an active account. How can I report this to AT&T to have them either re-attach the line to my house, or remove the line

Dangerous down power line in a yard with children. I can not get someone on the phone to help. The customer service is terrible for such an important issue. No other company will touch ATT wires and lines so this is 100% an ATT problem.
