So does anyone know why Massachusetts seems to be the only state that the First Responder Discounts are excluded from?

I've been trying since the iPhone has went up for Pre-order and has became availiable to get onto Premier to make my order. I get an error every single time so had to break down and go into my local store for ordering. I'm supposed to have waived Activations on upgrade is the reason I've been trying

This month (billing cycle ending July 3) a $15 "Discount for Access" was credited to my bill for each of the three smartphone users on the plan with "Access for iPhone w/ Visual Voicemail." Does anybody know why? Will it continue beyond this month?
