Why is AT&T Customer Service a joke????

I was without service from Dec 18-Jan 13. The techs replaced the street switching box and did not connect my home. No Internet, phone, and cable for 26 days. I got a $40 discount and paid $184 for a service that I did not have. Customer service said that was the best they could do. It did not matter

Why would you lock my phone?
