Netgear Nighthawk X6S router is losing connection with NVG599 modem

I have my Netgear Nighthawk X6S router plugged into the AT&T NVG599 router. Everyday I have to restart my router - sometimes the modem as well. I'm on fiber optic. The wireless signal is off on the modem. Lastly, the light on the back of the modem where the router is plugged into is not green.

Where do I enter the file password?!

I downloaded my Samsung account data. It took me to the screen, asked if I wanted it to send me my file password and I did. So I dl one of the files (Samsung Social) and when I go to open it (extract) it says it's password protected. But it's never asked me to enter the password no matter what I do!
