Needed new phones and lines. Online price was 120 for two line and 5$/mo for each pixel for $130/mo. Now my bill is $238/mo!!!

I got a text saying I had used 100% of my data for the billing cycle ending 5/20/2013. Does that mean 12:00 am ON the 20th or AFTER, as in I can use my phone again on the 21st? I'm very confused and I can't afford any overages, does anyone know the answer?
