Phoenix 4 phone - not sending or recieving text messages

My text situation has gotten progressively worse. Often I cannot receive picture messages. In the past 24-48 hours, texts have been getting stuck in the "sending" stage.   Restarting the machine sometimes helps, but not always. I have also not received any messages after testing.
