Anyone lied too when purchasing Fiber Internet Service

I just purchased Fiber Internet.  I'm a returning Customer.   I was informed by the Rep that installation was going to be free.  Well, one week of having service, I got a bill and installation is being charged.   When I called Customer Service, I was informed that I was misled and they were sorry.

I'm paying collections for returned products

I returned Apples watches with 4 days of purchase. I have called over a dozen times, each call is at least 2 hours. Each time saying that it has been returned. How do I speak with customer service live chat about a billing issue? Can't find a chat option anywhere!
