Network Dead Zone

There is a network dead zone (especially around data) in Vienna, VA (22180). When driving in/around Maple Avenue in downtown Vienna, it is nearly impossible to send or receive text messages, access wireless internet, and even complete phone calls. Is this something that has been evaluated?
